FEMA PA Site Inspector
This is not a remote opportunity: this role involves 100% travel.
Location will be determined by disaster recovery staff requirements.
Job Description: We are accepting resumes for various Site Inspector positions to perform the tasks listed above in the Project Overview.
The Site Inspector positions will be embedded within FEMA to provide technical assistance that may include: Schedule and conduct site inspections with applicants, perform accurate quantification and detailed descriptions of disaster-related damage, takes photographs and complete sketches of sites.
Engage technical specialists when appropriate throughout the process.
Obtain the applicant representative’s agreement that all disaster-related damage was described and quantified correctly, provide the completed site inspection information promptly, develop scopes of work using code and standard requirements, and work with the applicants to prioritize their projects and meet regularly on the status.
Evaluate applicant-provided cost claims for reasonableness to report to FEMA regarding claim eligibility.
Participate in and assist with the development of the final determinations while participating in regular FEMA meetings.
Performs other duties as required.
All Site Inspectors will use FEMA’s Grants Manager system.
FEMA’s Grants Manager system is used to assign and track actions throughout PA project development and to collect all PA project-related information and documents, including correspondence.
This job is 100% computer-based and work is completed through a web-based application, so strong computer skills are required.
Qualifications: Minimum Requirements: Due to the nature of the work, must be a US Citizen with the ability to obtain and maintain DHS Public Trust clearance.
High School Diploma with 8 years of relevant experience or demonstrated equivalency of experience and or education.
Technical knowledge base and experience in the discipline’s standard concepts, principles, and techniques as well as in the design and/or construction of public infrastructure.
Experience with Microsoft Office (Outlook, Teams, Excel, and Word), Adobe Acrobat, Google Earth (file conversion and import/export ability required), and smartphone.
Must be able to commit to travel assignments for up to 1 year in duration.
Trips home to your residence are reimbursed and allowed every 30-45 days, depending on task order specifics.
Must have a valid driver’s license.
Preferred Qualifications: Prior construction-related experience is a strong plus.
Prior FEMA PA and/or CRC experience preferred, but not required, including experience with and understanding of FEMA’s PA Program and Policy Guide (PAPPG), the Stafford Act, 44 Code of Federal Regulations (CFR), 2 CFR, Sandy Recovery Improvement Act (SRIA) Legislation, PA grant documentation review or project development experience, validating PA grant documentation, and developing or reviewing damage descriptions and dimensions, scopes of work, and cost estimates for PA grant applications.
Experience using FEMA Grants Manager.
Current DHS Public Trust clearance/badge.

This project has a heavy focus on production and quality.
Staff must be committed to completing the work efficiently and accurately.
Work will be monitored and reviewed regularly.
The offer of employment is contingent on Task Order requirements, your qualifications (education/experience) meeting task order requirements, your availability for the specific Task Order, your ability to obtain and maintain your PA-TAC training credentials, and our team being awarded client Task Order.
This position is contingent upon the ability to obtain/maintain/transfer a DHS Public Trust Clearance.
As a condition of employment, pass a DHS/FEMA background investigation.
This position is contingent upon task order and customer requirements and/or their approval.
