Summary/Objective:
The Office of Property and Facilities (OPF) at Georgia Vocational Rehabilitation Agency (GVRA) is seeking a candidate for the position of Business Operations Manager.
This position manages the planning, development, and implementation of operational support services for facilities, and develops and implements policies and procedures.
This position manages subordinate staff and is based in Atlanta, Fulton County, GA.
Manages a diverse range of support, operational, and programmatic activities for a department, agency, or facility.
Recommends and implements policies and procedures.
Directs subordinate supervisors and staff.

Provides oversight and performs direct supervision in relation to GVRA's leased properties portfolio.
Acts as a liaison between State Properties Commission, landlord/lessor, and GVRA staff for all leased real property; including, but not limited to, ensuring leased properties are suitable for programmatic activities, appropriately maintained in accordance with lease terms, and are in compliance with applicable rules, laws and regulations.
Oversees equipment leases and assets acquired in relation to leased properties to include ensuring assets are properly recorded in the asset records, ensuring asset inventories are conducted, maintaining capital and operating lease records, ensuring annual asset and supply inventories are appropriately valued for insurance purposes.
Functions as GVRA's statewide Americans with Disabilities Act (ADA) coordinator to facilitate resolution of ADA questions and concerns for external customers as it pertains to accessibility issues for GVRA owned and leased properties.
Oversees GVRA's vehicle fleet operations in accordance with GVRA and DOAS fleet requirements.
Works closely with and coordinates with GVRA's Sr.
Property and Facilities Manager regarding equipment leases, asset records, vehicle fleet activities and maintenance, and risk management activities.
Performs and oversees the performance of annual and ad hoc lease analyses to ensure leased properties appropriately support programmatic objectives and are within reasonable market rents.
Prepares location specific and agency wide cost projections relating to GVRA's leased properties Coordinates directly with landlords/lessors and State Properties Commission (as applicable) tenant concerns regarding leased properties and ensures such items are appropriately resolved in a timely manner.
Performs routine facility inspections of leased property locations to ensure properties are maintained in accordance with lease terms and applicable laws, rules, and regulations.
When necessary, coordinates and facilitates all aspects of facility location moves including, location of new leased facility, cancellation, or non-renewal of existing lease, coordinating tangible personal property movement, coordinating IT and utilities connect/disconnect, coordinating leased equipment moves, coordinating staff movement, developing client/customer communications regarding the office location move.
Oversees the maintenance of asset records to ensure all assets are properly added, disposed, transferred in the asset management system.
Oversees and has performed an asset inventory in accordance with established policies and procedures.
Reconciles asset records to asset inventories with appropriate research and communication regarding identified discrepancies.
Oversees agency wide surplus property processes.
Oversees agency wide vehicle fleet maintenance and activity records.
Identifies and assesses risks relating to the agency's leased properties and develops corrective action plans.
Coordinates risk management activities with the Sr.
Property and Facilities Manager.
Develops, maintains, and trains staff in the implementation of emergency operations plans appropriate for the respective leased locations.
Point of contact for statewide ADA questions and concerns from external customers as it pertains to accessibility issues for GVRA owned and leased properties.
Facilitates appropriate resolution of all ADA accessibility issues for GVRA owned and leased properties.
Partners with Human Resources to address employee accessibility issues as it pertains to GVRA owned and leased properties.
May work closely with other managers and directors within GVRA to ensure appropriate resolution.
Maintain complete and accurate Facilities files and records, according to agency policies and procedures.
Conducts and participates in the development, review, revision, interpretation, and implementation of policies, procedures, standards, and guidelines.
Interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges employees.
