Pay Grade: PThe Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people.
DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.

Six enterprise offices support the work of the agency’s three program divisions.

DCH is currently seeking qualified applicants for the position of Deputy Director, Contracts Administration.
EXAMPLE OF DUTIES Under limited supervision, develops, reviews and negotiates contracts, amendments, license agreements, memoranda of understanding, interagency agreements, and other documents representing a contractual agreement on behalf of the Department of Community Health (DCH or Agency).
Serves as the point of contact in the absence of the unit’s Director or to act on the Director’s behalf for delegated matters, including but not limited to performing the final review of contract documents.
Provides analysis and advice on legal, liability, and/or risk management issues.
Applies knowledge of state government procurement laws and regulations.
Researches and analyzes case law as well as current and proposed statutory authority affecting the agency.
Represents the Contracts Administration unit in meetings with internal customers, other stakeholders, and contractors.
Job Responsibilities Performs the initial screening of contract requests received by the unit.
Responsible for managing the renewal/extension/termination process for all contracts.
Assists with: managing workloads; providing oversight of all attorney and support personnel work production; preparing for audits and responding to inquiries from internal and external auditors; ensuring completion of assigned duties; and serving as a resource for unit staff and other internal staff.
May serve as the unit’s liaison or reviewer in one or more of the following areas: open records, immigration and security compliance, grant agreements, and contractor compliance with insurance/security requirements.
Provides training for Contracts Administration team members to assist them with performing assigned responsibilities in a manner consistent with Department policies and procedures.
Provides training for the Department’s internal customers who request various contract actions to increase understanding of their role in the contracts process.
Supervise staff as assigned by the Director.
Acts as a liaison or representative between DCH and Department of Law.
Keeps abreast of legal issues and developments in the health care industry and related areas.
Must successfully work in a team-oriented environment with the ability to complete most projects on an individual basis.
May represent Agency in administrative hearings or as a client to the Department of Law.
Prepares grant and contract proposals; administers contracts with funding agencies.
Drafts letters and notices related to administrative legal procedures.
May participate in the preparation and coordination of cases prior to and during court trials and administrative hearings.
Develops, oversees, and implements administrative processes designed to maintain and monitor the legal compliance of Agency processes.
Participates in the implementation of settlements, agreements, and/or legal judgments within approved guidelines.
Handles, manages, and oversees multiple projects.
Performs other duties as assigned by supervisor.
