I need a Facebook Local Advertising Expert (Roswell)

I have a business page on my Facebook account and I paid a lot of money to Facebook to advertise for leads and it was supposed to be in the Atlanta area.
I got charged a ton of money by Facebook at got 141 leads but they were all out of state which is useless to me because I'm advertsing my remodeling business.
I see local ads on my personal Facebook page and an associate of mine says he's getting a ton of leads from that on Facebook and Instagram for his home theater business.
I want to advertise locally both paid advertising and marketplace and I see services advertised on marketplace but when I went to do that Facebook told me that they don't advertise services.
If you have experience with advertising on Facebook and can solve these problems please provide your name, contact phone number, location (I prefer someone local to Atlanta), experience, prediction of what you can do and how much you would charge.
