*Job Title: Medicaid Enterprise System Release Manager (728512)*

Duties & Responsibilities:
* Serve as the MEST Release Management Manager coordinating responsibility for planning, implementing,
and overseeing the processes related to releasing code to production or shared systems in accordance
with Agency standards.
* Serve as Functional Lead for the implementation of ServiceNow Change Management and Incident
Management
* Design business processes to coordinate release management activities between multiple vendors,
ensure all release management processes have been followed, and all evidence is properly documented
within the Application Lifecycle Management tool.
* Selection and implementation automation tools for change management tasks.
* Communicate, coordinate, and lead IT change control management duties, serving as a change manager.
* Ensure IT change control management requests are executed according to the defined project standards.
* Coordinate schedules of pending and approved IT change management requests.
* Ensure systems are utilized when conducting identified IT change manager duties.
* Assist with implementing and standardizing IT service management efforts, and the standardization of
processes across multiple vendors.
* Ensure IT Service Management (ITSM) best practices are defined and maintained to improve service levels
and availability.
* Coordinate multiple teams to ensure tasks are completed to align with the release schedule.
* Assist with Operations and Maintenance activities associated with existing and future MEST Program
Qualifications/ Preferred Qualifications
* Ten (10) years of technical development/change management experience
* Proficient with Microsoft Visio, LucidChart, Microsoft Project, Smartsheet SharePoint, the Microsoft 365 Office
Suite, and familiar with project management software development tools.
* Knowledge of Jira and ServiceNow
* Strong communication skills, both written and oral, with technical and non-technical staff, at all levels of
management.
* Knowledge of project management principles and practices.
* Strong understanding of IT Service Management (ITSM) processes, including Change Management, Release
Management and Service Asset and Configuration Management.
* Knowledge of Release Management principles and the release management lifecycle including scheduling
and coordinating releases across multiple vendors and applications.
* Knowledge of change management principles and practices, change control board activities and change
request processing.
* Proficient in release management principles, methods, techniques, and tools for the effective management of
projects from initiation through project closure.
* Knowledge of basic management principles and practices, methods of data collection and analysis; and
* Ability to organize risks and issues for presentation in reports, documents, and other written materials.
